7. Arrangements for sending authorizations and operation of accounts (1) The Government of Nepal, the Ministry of Finance shall send authorizations to local development officers to spend funds and inform the Ministry of Local Development and relevant members of parliament. (3) ) According to sub-rule (1), a separate bank account should be opened in the name of the program in order to spend the money received from the Government of Nepal and the amount should be deposited in the said bank account. It will be from the joint signature of the Head of Accounts.
(5) When spending the amount as per sub-rule (1), it cannot be spent elsewhere except for the programs submitted as per sub-rule (1) of rule 6.
(5a) After disbursement of the first installment for the program to be implemented in accordance with this regulation, the remaining installment of the same program shall not be disbursed until the technical report including its periodic evaluation is received. After the program has been submitted according to (1), even if the House of Representatives is dissolved or the term of office has ended, the implementation of the program will not be hindered. However, if the member of the House of Representatives is not present for any reason while not submitting the program, the amount will be automatically frozen. It will have to be sent back to the Controller's office.
